An NGI Sargasso Innovator Creates the World's First Platform Offering Public Administration as a Service and Digitizes Public Institutions in Romania

In a significant development, Alexandru Panait, an innovator from AI Professional Software Solution (Romania), has launched Gov-Smart, the world's first platform offering public administration as a service. This initiative is set to digitalise public institutions across Romania, aiming to transform the efficiency and transparency of public administration.

Alexandru's journey began when he was selected for two projects under the NGI Sargasso Open Call 2:

1. DES: Decentralised Electronic Signature using Blockchain-based Digital Identity – developed with VizLore LLC (USA).
2. Trustless Democracy: Decentralised Digital Sovereign Identity and Voting System using Blockchain Technology – developed with Université de Sherbrooke (Canada).

During the NGI Sargasso 9-month OnCampus Program, Alexandru utilised his expertise to launch Gov-Smart. This platform aims to automate up to 90% of public servants' tasks by implementing interconnected modules tailored to different types of institutions. This automation significantly reduces repetitive tasks, thereby improving administrative efficiency.

✅Transforming Public Service

Gov-Smart allows citizens to instantly obtain documents from any connected local administration, such as fiscal attestation certificates, eliminating waiting times and unnecessary travel. By the end of the year, the platform plans to integrate artificial intelligence (AI) to automate up to 99% of tasks. Public servants will then act as auditors and approvers of AI-prepared documents rather than merely executing tasks.

Additionally, Gov-Smart includes:

• A transparency module.
• Displaying detailed charts on public spending.
• Acquisitions.
• Job announcements across Romania's local administrations.

Standardised forms will facilitate citizen access to information, allowing them to submit requests if needed information is unavailable.

✅The Man Behind Gov-Smart

Alexandru Panait, with extensive experience in cybersecurity, particularly in the public administration sector, is the mind behind Gov-Smart. His previous venture, e-primariaTa.ro, laid the groundwork for this new platform. Supported by up to €200,000 from the European Commission through NGI Sargasso, Gov-Smart has the potential to become Romania's second unicorn.

We are proud to launch the world's first Governance as a Service concept. By integrating 3,187 local administrations in Romania into the platform, we are making a significant leap towards efficient and transparent public administration. We are already discussing implementing this modern service with authorities from other European countries and the USA.

Gov-Smart aims to create a business-friendly environment, opening new business opportunities while ensuring efficient, transparent, and citizen-oriented public administration. Alexandru has also presented his work at the PeakIT Conference in Brașov, Romania, highlighting the platform's potential impact.

✅NGI Sargasso Projects: DES and Trustless Democracy

The DES project focuses on developing a decentralised electronic signature system using blockchain technology integrated with Gov-Smart. This system will enable secure digital signatures, revolutionising public sector transactions with enhanced security and transparency.

The Trustless Democracy project challenges traditional voting systems by employing blockchain technology and zero-knowledge proofs to facilitate continuous, cost-free electoral participation. This system integrates secure digital identities and an innovative open-source voting system, aiming to boost citizen involvement in democratic processes, with its first implementation through Gov-Smart.
