Heading Towards the Next Technological Transition

On July 11, 2023, the Commission introduced a novel strategy focused on Web 4.0 and virtual worlds, aiming to guide the forthcoming technological shift and establish an open, secure, trustworthy, equitable, and inclusive digital environment for EU citizens, businesses, and governmental bodies.

Virtual worlds are set to revolutionize societal dynamics, presenting opportunities and challenges that necessitate attention. The newly proposed strategy envisions a Web 4.0 and virtual worlds framework that aligns with EU values and principles, upholds individuals' rights, and fosters the growth of European enterprises.

Aligned with the Digital Decade policy program's 2030 goals, this strategy encompasses three fundamental aspects of digitalization: skills, business, and public services. The fourth aspect, infrastructure, is tackled through the Commission's connectivity package and broader endeavours in computing, cloud services, and edge capabilities. Moreover, the strategy addresses the openness and global governance of virtual worlds and Web 4.0 as distinct action areas.
